Backup Sizes Make No Sense

I'm not understanding what Server 2012 is doing to my backups.  I created a backup report so I can keep an eye on my backups to make sure they are finishing using live data instead of event tracking which is a nightmare.  I gave myself a 3% variance between the actual used space on a server versus the backed up image.  This was fine in R2.  However now in Server 2012 the differences are not only way off but they make no sense at all....

Active Directory VM:

Used Space - 18.31GB

Backup Image - 20.27GB (huh???)

Where did the extra 2GB come from?  if I mount and open the VHD and look at the drive it's identical, 18.31 used.

Web Server VM:

Used -  40.90GB

Backup Image - 39.1GB

Oh look, magic!  If there's compression being used then my AD example above makes even less sense.

At any rate, 2012 completely borked this report.  Has anyone come up with any ideas to compare the size of a live 2012 server with the size of its Windows Image backup?
