Windows Backup went missing

Hello,

All of the sudden I noticed that the Windows Backup GUI was missing. When I try to open it, first the icon is missing and second, nothing happens. 
So then I went into Manage --> Remove Roles and Features and noticed that it's not listed there. So I went to add and it wasn't listed there either., Also seems like a lot of roles are missing from the Add Roles screen

I did some googling and said that Network Load Balancing needs to be installed for Windows Backup to show up. But that's not listed there either. 

I went into Powershell and typed Get-WindowsFeatures and it's listed there, a lot of the features are there including NLB and Backup and said Installed. I ran the command to uninstall it, then reinstalled and nothing, same thing. 

Any help is appreciated. I don't understand why so many features all of the sudden don't show up in the Add Roles screen.
