Can't Select Recovery Drive

Greetings all,

I am using Windows Server 2019 Standard Edition (evaluation license) to conduct some backup and restore testing using Azure and the built-in windows server backup utility. I am attempting to restore the system state using the instructions in this article: https://docs.microsoft.com/en-us/azure/backup/backup-azure-restore-system-state . MARS successfully copies the system recovery files to my designated local drive (D:) . I have rebooted the server into safe mode, as specified in the article.

However, the Windows Server Backup utility does not allow me to select the drive in the wizard. That is, when I select the "Local Drives" radio button, on the "Specify Location Type" pane, click Next, I have only the "DVD Drive (E:)" as a pick in the "Backup Location" drop-down list on the "Select Backup Location" pane. The correct drive, D:\, is not on the list. I have confirmed the drive is available and the drive has the system state restore files. Obviously this is important, as I intend to replace my on-prem backup with Azure and will need to be able to do a system state restore. What am I missing?
