I have a Windows server 2016 system(fully updated) running about 6 hyper-v vms and about 1tb of storage that was configured to backup to a external hdd using the built in windows server backup. It has been working fine for about a year, until recently, where it has starting to have lots of failures. I fixed this before by formatting both of the backup drives, and starting fresh, but the problem is appearing again.
The exact error is:

Windows Backup failed to create the shadow copy on the storage location.
Detailed error: Another shadow copy creation is already in progress. Wait a few moments and try again.
I have tried poking around with vssadmin, but am unsure exactly what to look for.
I have found a few posts with similar issues pointing to a permissions issue with shadow copy, and I tried the registry tweak with no luck.
For hardware this is running on a dell r230, e3 1230 v6, 64gb ddr4.
Is there anything more I should try before testing other backup software?
