2008R2 VSS VERY SLOW Issue

Windows Server 2008 R2,

-Hyper-V Roll installed, 4 Guests running.

-Symantec Backup Exec 2010 R3 Installed

Server is patched up to date.

Backups of this server, if System State and Shadow Copy Components are selected, will take 11hours, normally ~1.5 hours without backing up the Guests.  This is due to what I believe are the snapshots taking 2 hours on each volume.  Actual throughput on the backup jobs is normal, except for system state and shadow copy components.

VSSadmin List writers gives 'Waiting for responses.  These may be delayed if a shadow copy is being prepared.' and will return the writers list after 10-20 minutes.  All writers are working and stable.

All other VSSADMIN commands are standard response time (read: instant), VSSadmin list providers, list shadows, etc all work normally

When this issue originally occurred, there was some writers that were [5] waiting for completion.

Stopping starting services, rebooting etc do not resolve the issue.

I tried to reinitialize vss with the DLL reregistering writeups that I found. This did not resolve the issue.

Edited for clarity: In searching for resolutions to this issue: There are alot of 'vss error' or 'Vss failure' but no 'VSS takes 10-20 minutes to give vssadmin list writers with no errors and taking 2 hours to snapshot drives during backups' issues out there.

I need a place to continue looking
