The VSS service was set to manual so I set it to automatic and force started it.
It keeps shutting back off and my backups are failing.

Sometimes re-registering VSS core components can fix errors. Copy the
following commands to Notepad and save the file with a ‘.bat’ extension. Run the
.bat file by opening a command prompt and entering the .bat file name.

I've also tried setting the volume shadow copy service to auto because it was
set to manual and force started it and the backup failed anyway
